WIA Telecom Pay-for-Performance Initiative

The Wireless Infrastructure Association received a federal pay-for-performance award of $29,999,142, about $30 million, funded by a U.S. Department of Labor Employment and Training Administration cooperative agreement. That amount is the program budget, not a payment to one sponsor.

WIA’s program page describes support for Registered Apprenticeship in telecommunications, broadband, and digital infrastructure, including organizations interested in becoming sponsors. It connects the work to TIRAP (tirap.org). WIA says sponsors can receive up to $6,000 per apprentice as apprentices hit 90-day retention, related training, and program completion. WIA has not published how that $6,000 splits across those milestones, or a final occupation list.

Prepare your apprenticeship program

While formal applications are being finalized, Registered Apprenticeship sponsors can prepare by reviewing program eligibility and organizing the records typically needed to document apprentice participation and performance.

1. Confirm your organization's Registered Apprenticeship sponsor information.
2. Review which occupations and locations are eligible for the incentive program.
3. Identify apprentices or future apprentice cohorts that may qualify.
4. Maintain accurate apprentice registration and enrollment records.
5. Track employment and retention dates.
6. Document related instruction, on-the-job learning, and completion milestones where applicable.
7. Review the administrator's official requirements as they become available.

This is preliminary preparation. Administrators will not all ask for the same documents.

WIA’s page says an organization may be eligible if it sponsors a Registered Apprenticeship, or wants to become a sponsor, and its apprentices work in qualifying telecom, broadband, or digital infrastructure occupations. The program should be in good standing, and the sponsor should plan to grow participation. WIA has not published whether participation is limited to TIRAP. Confirm the current occupation list on WIA’s page.

Potential sponsor incentive: up to $6,000 per apprentice, tied to 90-day retention, related training, and completion. Federal program award: $29,999,142 to the Wireless Infrastructure Association. The federal award is not available to a single applicant.
