Clark TechXcel Pay-for-Performance (IT)

Clark University received a $27 million federal award for TechXcel, a national effort to expand Registered Apprenticeship in information technology. The $27 million is the administrator’s award. Clark has not published the amount a sponsor would be paid per apprentice.

Clark’s announcement describes a four-year horizon, July 1, 2026 through June 30, 2030, and a target of more than 3,800 apprentices. That target is an enrollment goal, not a count of funded applications or completed apprenticeships. Public Consulting Group manages the incentive payment process. Clark’s announcement also names Quinsigamond Community College and MassHire as local partners.

Prepare your apprenticeship program

While formal applications are being finalized, Registered Apprenticeship sponsors can prepare by reviewing program eligibility and organizing the records typically needed to document apprentice participation and performance.

1. Confirm your organization's Registered Apprenticeship sponsor information.
2. Review which occupations and locations are eligible for the incentive program.
3. Identify apprentices or future apprentice cohorts that may qualify.
4. Maintain accurate apprentice registration and enrollment records.
5. Track employment and retention dates.
6. Document related instruction, on-the-job learning, and completion milestones where applicable.
7. Review the administrator's official requirements as they become available.

This is preliminary preparation. Administrators will not all ask for the same documents.

Clark describes the program as support for sponsors expanding IT Registered Apprenticeship, including employers that hire and retain apprentices who might not otherwise enter these careers. Participating-employer requirements have not been published as a final checklist.
