Clark TechXcel Pay-for-Performance (IT)

Clark University is the only academic institution among the five Pay-for-Performance awardees. TechXcel runs July 1, 2026 through June 30, 2030. Public Consulting Group provides administrative and partner coordination and serves as payment-management operator. Local partners include Quinsigamond Community College and MassHire.

Eligible applicants are Registered Apprenticeship program sponsors expanding high-quality IT apprenticeship opportunities, including sponsors that hire and retain apprentices who might not otherwise have access to these career paths.

Outcome-driven incentive payments to RAP sponsors. At least 85% of the federal award is intended to flow to sponsors.
