On May 7, 2026, the Department published Change 1 to the Training and Employment Guidance Letter (TEGL) No. 09-24, Updated National Dislocated Worker Grant Program Guidance and Application Information. TEGL 09-24 Change 1 includes updates to requirements for Disaster Recovery DWGs in response to the opioid crisis as well as revisions to reflect current policies and priorities for the overall DWG program, including an updated Administrative Cost Limitation of 10 perfect of total grant award. On December 17, 2024, the Department published TEGL No. 09-24, Updated National Dislocated Worker Grant Program Guidance and Application Information to rescind and replace TEGL No. 16-21, Updated National Dislocated Worker Grant Program Guidance, dated June 16, 2022 and TEGL No. 04-18, National Health Emergency Phase Two: Disaster Recovery National Dislocated Worker Grants to Address the Opioid Crisis, dated September 14, 2018. To be considered for an award, the application package must be complete and responsive to the TEGL, as well as information requested in the Suggested Grant Application and Budget Narrative Instructions posted with the TEGL on Grants.gov under Related Documents. A complete full application package for DWG funding includes the SF-424 (Request for Federal Assistance), SF-424A, Budget Narrative, and Statement of Work. Applicants are encouraged to use the Suggested Grant Application for their Statement of Work to ensure all the requested information required in an application is clearly addressed. The Suggested Grant Application includes specific information for meeting requirements including information required for the Community Needs Assessment.
