Employment Training Panel (ETP)

The Employment Training Panel (ETP) provides funding to employers and other organizations to assist in upgrading the skills of incumbent workers, unemployed workers, apprentices and others through training that leads to high wage, high skill jobs. The ETP was created in 1982 by the California State Legislature and is funded by California employers through a special payroll tax. ETP is governed by an eight member panel, the members are appointed by the Governor, Speaker of the Assembly and the Senate and represent business, labor and government. The ETP is a funding agency, not a training agency. The program is performance based in which organizations determine their own training needs and provide training. They are reimbursed after trainees meet wage and employment requirements ETP staff is available to assist in applying for funds and all other aspects of participation. Type of funding: Formula Estimated total funding: Variable. Total funding allocation is $92 million in FY 2022-23. Award amount: Funding Caps – Fiscal Year 2022/2023 Caps apply per contractor per Fiscal Year. The total amount of funding for projects will be determined on a case-by-case basis given the scope of the Retraining component, the estimated number of trainees, justified training need, and prior performance (if repeat project).
